Chapter I

The Challenge

Dura Vermeer operates in a sector where projects are becoming more complex every year: more stakeholders, demanding engineering, strict regulations, and environmental constraints. Simultaneously, the post-COVID market and inflation linked to the war in Ukraine increased cost pressure and supply-chain uncertainty. To stay ahead, Dura Vermeer needed better visibility into planning, risk, and collaboration.

Internally, planning maturity differed across teams. Schedules were often managed in disconnected tools which made it hard to track performance, communicate timelines, or make adjustments when conditions changed. In infrastructure, where margins are often a low percentage, that lack of control can quickly turn a profitable project into a loss.

“We also see that a lot of the areas where we tend to lose money are time-related costs,” said Vincent Laging. “One day can mean the difference between writing black or red numbers.”

Dura Vermeer concluded that stronger project controls were essential to stay competitive and build long-term sustainability.

  
Chapter II

The Solution

Dura Vermeer partnered with Primaned to implement Oracle Primavera Cloud (OPC) to their strengthen project controls. As part of the Oracle Smart Construction Platform, OPC brings scheduling, task and resource management, and risk management together in one integrated system. By connecting stakeholders and synchronising activities across the project lifecycle, it supports more predictable delivery and enables proactive decision-making.

The rollout followed an Agile Scrum approach in four-week sprints. Each sprint delivered specific planning features based on user stories collected from operational teams, ensuring fast value, continuous improvement, and strong engagement. A structured MVP was used to launch the essentials first, focusing on the Schedule module, Work Plan (Task module), and Document Management.

Primaned Academy supported adoption with targeted training, helping project teams and key users build the right skills quickly. Role-based onboarding was introduced to match day-to-day needs across different groups, including planners, engineers, and subcontractors.

“We formed review teams from our operations and talked with them about what they expected from the software,” said Iman Karimi. “Each sprint we delivered something tangible based on those expectations, which kept engagement and momentum high.”

Chapter III

The Results

The results were visible almost immediately. During the tender phase for a tunnel project, Dura Vermeer piloted Oracle Primavera Cloud using the Task module. Even with remote working during COVID, the team used OPC to improve planning and collaboration, and the structured approach helped them win the tender.

OPC also made fast high-impact decisions possible. In one case, Vincent Laging reran a Monte Carlo simulation late at night on his iPad, updated the risk profile, and shared the results in time for a critical budget decision. What used to take hours, or required desktop software, was suddenly possible from anywhere.

“This was during the pilot phase,” recalled Vincent Laging. “I received a message at 11 PM asking if I could rerun the Monte Carlo simulation with updated assumptions. I literally grabbed my iPad in the bathroom, made the changes, and emailed the results before going to bed.”

After the rollout, Dura Vermeer’s project controls processes changed fundamentally. With one unified platform, teams collaborated more easily, accessed real-time insight, and made decisions proactively. As Iman Karimi, Project Controls Manager at Dura Vermeer, put it: “The cloud system is easy to use and encourages people to commit to planning, making managing projects more efficient.” OPC improved cross-team alignment, reduced time-related cost risk, and strengthened collaboration with stakeholders.

Today, OPC is the standard across Dura Vermeer’s infrastructure and building projects, from weekend maintenance to multi-year programmes such as A12 bridge renovations and Europe’s largest onshore wind field. It has replaced Microsoft Project and Excel for more than 1,100 active users, while a hybrid integration with Primavera P6 supports long-term projects that require contractual compliance.

“We did not just implement a tool,” said Iman Karimi. “We implemented a new way of working.”

Looking ahead, Dura Vermeer is expanding OPC further, including portfolio planning and integrated risk management. Launching a dedicated OPC instance for the Gelregroen programme underlines their commitment to digital project delivery, and positions OPC as a key enabler in their long-term strategy.
