Chapter I

The Challenge

Historically, Strukton Infra Specials (SIS) used Oracle Primavera P6 (since 2005) for detailed scheduling, supported by a separate risk tool: Oracle Primavera Risk Analysis (OPRA). Maintaining multiple systems took time and investment, and it fragmented planning and risk workflows.

In summer 2024, Arnoud Gilde, Manager Project Controls, launched the move to Oracle Primavera Cloud as part of a wider IT modernisation programme. SIS was looking for one integrated, cloud-based platform to reduce costs, simplify operations, and strengthen internal control and administration.

The Solution

What started as a quick-start rollout shifted once SIS recognised the need for a structured, future-proof setup. Together with Primaned, the team rebuilt the Oracle Primavera Cloud environment from scratch: designing clear governance, defining user roles and permissions, and creating folder structures that prevent data pollution.
The first phase was deliberately focused on planning and risk management, with future phases planned for resource and portfolio management. The setup was also designed to scale, supporting potential rollout to other Strukton business units such as Strukton Rail and Wegen & Beton.
Primaned’s support went beyond the technical configuration. Consultants provided hands-on coordination, tailored documentation, and practical process guidelines covering governance, roles, and environment structure. This enabled SIS to run and maintain the environment independently, and fully benefit from the flexibility and scalability of a modern SaaS solution.

A structured test and pilot phase, guided by a formal test plan from Primaned, helped ensure the platform matched real project requirements. SIS stakeholders worked in the environment, validated key steps, and provided feedback on the proposed way of working, building confidence, improving adoption, and setting the next phase up for strong results.

The Results

As of May 2025, SIS had successfully moved three major projects to Oracle Primavera Cloud, with all new tenders and projects managed in the new system. The benefits were immediate: lower software costs through fewer licences, integrated risk management, and full autonomy over system administration.
The migration was smooth and phased, with close support from Primaned. Two projects were transitioned in half-day sessions, while a larger, more complex project required additional coordination. Primaned also provided specialist archiving services, extracting historical Primavera P6 data into separate XML files. This gives SIS low-cost access to archived project information without full database restores, avoiding expensive retrieval and enabling structured long-term storage.
Adoption was fast. Most planners moved quickly to OPC thanks to tailored, role-based training that built on their experience with Primavera P6. An IT system administrator joined the sessions, and additional training is planned for the information management team. Documentation and process materials are being finalised to support consistent onboarding in future.
Next, SIS plans to expand the use of OPC with dashboards and integrations, led by their internal information management team. While this work is still in progress, the foundations created during the consultancy phase provide a scalable, efficient path forward.
