Chapter I

The Challenge

Historically, Strukton Infra Specials (SIS) relied on Oracle Primavera P6 since 2005 for detailed project scheduling, supplemented by the separate risk management tool Oracle Primavera Risk Analysis (OPRA). Operating and self-maintaining multiple software tools required significant investments and led to fragmented processes.

In the summer of 2024, Arnoud Gilde, Manager Project Controls, initiated a transition to Oracle Primavera Cloud as part of a broader IT strategy to modernise their project controls environment. The goal was not just to switch tools, but to reduce long-term costs, eliminate IT dependencies, and unify planning and risk workflows in a future-proof cloud environment.

SIS identified the need for an integrated cloud-based solution that would reduce costs, streamline operations, and enhance internal management capabilities.

The Solution

Initially planned as a quick-start rollout, the approach changed when SIS recognised the need for a structured, future-proof implementation. Together with Primaned consultants, the team rebuilt the OPC environment from scratch: carefully designing the governance structure, defining user roles and rights, and aligning folder structures to prevent data pollution.

This strong foundation was deliberately scoped to focus on planning and risk management first, with future phases planned for resource and portfolio management. The OPC setup was also designed to support future possible adoption by other Strukton business units, such as Strukton Rail and Wegen & Beton.

Primaned’s hands-on support extended beyond technical setup. Consultants provided backup coordination, customised setup documentation and practical process guidelines. These covered key elements like governance, user roles, and environment structure, enabling SIS to operate the environment independently. This process-driven, consultancy-led approach empowered SIS to take full ownership of their OPC environment and unlock the flexibility and scalability benefits of a modern SaaS-based solution.

A key part of the implementation was the test and pilot phase, guided by a formal test plan developed by Primaned. SIS stakeholders were invited to work with the environment, validate process steps, and provide structured feedback on the proposed process plan. This collaborative approach gave the team space to align the system with real project needs, creating a solid foundation for improved adoption and results in the next phase.

  
Chapter III

The Results

As of May 2025, three major current projects have been successfully transitioned to OPC, with all new tendersand projects managed within the new system. The immediate benefits included reduced costs thanks to fewer software licences, integrated risk management and complete autonomy over internal system management.

The migration process itself was smooth and phased, supported closely by Primaned consultants. Two projects were migrated quickly in half-day sessions, while one larger, more complex project required additional coordination—demonstrating the adaptability of the implementation approach. Additionally, Primaned supplied specialist archiving services in which the historical Primavera P6 data was extracted to separate XML files—allowing easy recovery without the need for full database restores. This provided SIS with low-cost, accessible access to archived project data, avoiding expensive retrieval processes and enabling structured long-term storage.

Most planners adopted Oracle Primavera Cloud quickly thanks to tailored, role-specific training that built on their prior experience with Oracle Primavera P6. A system administrator from IT joined the training sessions, and additional support is being planned for the information management team. Documentation and process materials are still being finalised, and are expected to support future onboarding and consistency.

Looking ahead, SIS is preparing to leverage the dashboarding and integration capabilities of OPC, supported by its internal information management team. While this phase is still in development, the foundations laid by the consultancy work ensure a scalable and efficient path forward.
